Read this tutorial on how to draw anime eyes. I'm still very bad at it but practicing more.
I picked up a few books on drawing Anime from Amazon and they're good, but I prefer to read tutorials on the Web and especially like to learn from watching other people draw on YouTube and Vimeo.
